العدالة الاجتماعية في السياسة المالية لعمر بن عبد العزيز ودورها في تحقيق التنمية الاقتصادية "دراسة مقارنة"

يعتبر هدف العدالة الاجتماعية من الأهداف الأساسية التي تسعى إليها الدول المختلفة في الوقت الراهن، ليس فقط لاعتبارها مطلباً أساسياً للمواطنين، وإنما لما لها من مردود إيجابي على عملية التنمية الاقتصادية أيضاً، حيث يمکن القول أن العدالة الاجتماعية تلعب دوراً مهماً، ليس في تحقيق التنمية الاقتصادية فحسب، بل في تحقيق التنمية الاقتصادية الشاملة الناجزة، التي تقوم على أسس صحيحة وقواعد راسخة، ومن النماذج التاريخية الملهمة التي استطاعت أن تحقق التنمية الاقتصادية الناجزة الممزوجة بالعدالة الاجتماعية، نموذج دولة عمر بن عبد العزيز، فقد استطاع عمر بن عبد العزيز في فترة زمنية قصيرة لم تتجاوز العامين ونصف، أن يحقق للدولة الإسلامية مستويات کبيرة من التنمية والرخاء الاقتصادي ورفاهية العيش، حتى أنه لم يعد في دولته فقيراً ولا محتاجاً، فکانت الناس تأتي بصدقاتها وزکواتها، فلا تجد من يأخذها، لذا فقد ألهمتنا تجربته، ودفعتنا لدراسة مدى تأثير العدالة الاجتماعية التي اعتمد عليها منهجه في الحکم، لا سيما في الجوانب والسياسات المالية، في تحقيق التنمية الاقتصادية الکبيرة والناجزة التي تحققت في عهده، ودراسة مدى إمکانية الاستفادة من هذه التجربة المميزة في تحقيق التنمية الاقتصادية التي تسعى إليها الدول المختلفة في الوقت الراهن.
Social justice is one of the basic objectives most countries at the present time endeavor to achieve. In addition to being considered a basic demand of the citizens, it has a positive impact on the process of economic development. One could argue that social justice plays an important role, not only in achieving economic development but also in achieving an effectively comprehensive economic development based on sound foundations and well-established rules. One of the illuminatingly inspiring historical models which achieved successful economic development mixed with social justice is the model practiced in the era of ˁOmar Ibn ˁAbdulaziz. In a short period of only eighteen months, this great ruler achieved high levels of development, economic prosperity and welfare for the Islamic State of his time. His subjects were so self-sufficient and well-off that the rich ones did not find a single needy or poor person to give Zakah or charity to. Such practice has inspired and prompted me to study the effect which the social justice policy adopted in in his rule brought about, especially in the financial aspects and policies, which produced such a great and efficient economic development achieved during his era. The study explores the possibility of benefiting from this distinguished practice in achieving the economic development that most countries seek at the present time.
