تهدف الورقة البحثية إلى معرفة مرتكزات الانتقال الديمقراطي الليبي، وإبراز عوائقه، ومعرفة تداعيات التحول الديمقراطي في ليبيا على المستوى الإقليمي، حيث أصبحت مرتكزات التحول الديمقراطي محل اهتمام الباحثين علـى المستوى العــربي والإقليمي كأقل تقدير، ومرد ذلك إلى طبيعة العملية الانتقالية التي عرفتها ليبيا بخلاف الدول العربية الأخرى، حيث يوجد تركيز على فهم وتمحيص مسار التحول الديمقراطي في ليبيا، ومراجعة العوامل المحفزة لعملية التغـيير ومختلف التداعيات الأمنية التي فرضتها على دول المنطقة من مركب أمني. سلك الباحث المنهج التاريخي والتحليلي بغية متابعة عملية التحول الديمقراطي ومرتكزاته خلال فترة الدراسة، مع تحليل مسار التحول الديمقراطي الليبي من أجل الوصل إلى النتائج المطلوب، توصلت الدراسة إلى إن عملية الانتقال الديمقراطي في ليبيا تظل مرهونة بوجود قيادات سياسية كفؤة تتبنى الديمقراطية خيارا استراتيجيا والتزاما وتعهدا وطنيا، وإن عملية الانتقال الديمقراطي في ليبيا تواجه عوائق وصعوبات نجملها، دون الجزم بحصرها، في ستة تحديات رئيسة هي: الثقافة السياسية الهشة، وضعف مؤسسات الدولة، والأوضاع الاقتصادية المتردية، والعوامل الاجتماعية المفرقة، وهشاشة المجتمع المدني، والفشل في التوافق حول قواعد العملية السياسية والسياسات العامة، والتدخل الأجنبي، ولا يمكن فهم تكاليف عملية الانتقال ودراستها بمعزل عن البلدان الأخرى.
The present research paper aims to know the foundations of the Libyan democratic transition, highlight its obstacles, and know the repercussions of the democratic transition in Libya at the regional level. The foundations of democratic transition have attracted the attention of researchers at the Arab and regional levels, at least, and this is due to the nature of the transitional process that Libya has witnessed, unlike other Arab countries. The researcher followed the historical and analytical approach in order to follow up the process of democratic transition and its foundations during the study period, while analyzing the path of Libyan democratic transition in order to reach the study results. The study concluded that the process of democratic transition in Libya remains dependent on the presence of competent political leaders who adopt democracy as a strategic choice and as a national commitment. The process of democratic transition in Libya faces obstacles and difficulties that we can roughly sum up in six main challenges: the fragile political culture, the weakness of state institutions, the deteriorating economic conditions, the dividing social factors, the fragility of civil society, the failure to agree on the rules of the political process and public policies, and foreign intervention.
